Your 9-3 has a headlight leveling system. What it does is it adjusts the vertical aiming of the headlight on the card depending on how heavily it is loaded and on other factors, thus reducing the rish of blinding oncoming drivers. This system consists of a module located under the hood close to the lights, and a suspension height sensor on both the front and rear suspension. The height sensor may have been compromised when your car was lowered, causing errors which the UEC then used to shut off the light system. You can see the level sensors on the driver's side control arms when the wheels on that side are taken off. Inspect the sensor for obvious damage or incorrect installation first. If no problems are visually apparent, take the car to a qualified Saab shop that has a Tech 2 and can do proper diagnostics. A regular code reader, even high end ones, will not get far with this car, it really needs to be scanned with the actual Saab tool, which is a GM Tech 2 that has the Saab software loaded into it. Good luck!
