0117 code car won't start

Hello, Dave here, contributing to RepairPal and providing expert advice since 2010. P0117 refers too the coolant temperature sensor circuit. I do not see this circuit causing a no start. Is this a 'no crank' situation where the engine never turns, or a crank and no start where the starter is turning the engine but the vehicle does not start?
