all dash lights are on off all the time

Check for poor ground at alternator, also check for clean and secure connections at the battery and alternator.

I would suspect a badly rebuilt alternator, poor battery cable or ground connections or marginal connections at the alternator or fusable link.Make sure battery connections are clean tight and secure. At rest voltage across the battery should be 12.6 volts engine off or the battery must be charged, engine running the voltage across the battery should be 14.6 volts if the alternator is properly charging.
