I have tested compression on all cylinders from 1-4 and had 95/145/145/145 but have not done a wet test on the 95 psi cylinder yet. I have a blow by problem associated with this and all cylinder plugs have some oil on them. The car does not burn oil out back but I did find some in the intake from the blow by issue. I rectified the problem with a long tube and looped it to avoid oil getting into the intake but now it literally bursts through the oil filler cap after going into boost (23 psi) Could this be a head gasket problem? Also, when I remove the oil dipstick while car is running it pours smoke out the tube like mad. Other than that the car drives and feels normal. Is it likely that it’s not a pcv valve issue since the compression on #1 is lower?

Start by determining the root cause of the low compression on cylinder 1.You will likely find that a major internal engine concern is present. There's no point trying to work out PCV system issues if you find that the engine is compromised.
