What is your question?
I have a 1997 Pontiac Grand Prix GT V6 3800. I had to change the lifters pushrods and rocker arms. When I got it all back together I noticed the oil cover was laying directly on the rocker arms and the rocker arms are not moving. When I put the oil covers back on they were not lining up completely they were off about a quarter of an inch . I thought after I tighten them down it would straighten out but it did not . It's laying completely on top of the rocker arms . Would this keep the car from cranking?
What makes this problem better or worse?

The question is - WHY were the lifters - pushrods and rocker arms replaced to start with?? You have the valve covers swapped - front to rear. The timing chain / components have most likely failed - camshaft isn’t turning - therefore the rocker arms can’t possibly be moving ... This is not a common occurrence! You’ll need **HANDS-ON** assistance from qualified personnel to sort this mess out. Good luck!
