I loose power while accelerating? Is this my catalytic converter?

I have noticed the loss of power increasing while accelerating mostly between 20-30 mph. I kind of feels like it is trying to shift but doesn't know if it should up shift or down shift. No sputtering noises, but does increase the RPMs
