Usually that's caused by inoperative radiator fan(s) ....... Why it's not working needs to be determined by a mechanic.... It's not very DIY friendly !!
The 'best' thing for you to do is have a mechanic check it out...hands-on... Hard to guess at the cure and do any good!... That said... I won't even try, sorry...
Well it ain't much but u welcome... It's just too many possibilities and don't help to just list them all... I will say it seems that it's not enough air flow across the radiator while driving in slow traffic!!... At hi way speed... Got plenty of air!
The radiator fan cuts in at about 200-210 degrees, you can feel the air unless is's not enough.
Does it get hotter that that with the fans running?
Yes it continues to get hotter and boils over coolant tank, if you don't shut engine down it get hotter.
