High beams won’t engage

What is your question?

I’ve checked the fuses and relays and replaced them all to be sure. I’ve replaced the headlight/turn signal dimmer switch. I can hear clicking in the fuse box under the hood when attempting to engage high beams and the high beam light on the dash comes on but high beams will not engage. I’ve also replaced the bulbs and still nothing. Low beams stay on rather than switching to high beams.

What makes this problem better or worse?

It’s a consistent issue

How long has your 2008 Pontiac G6 had this problem?

I purchased this vehicle for my oldest son a week ago and the problem existed prior to my purchasing it.
