why does the window stay down and not always go back up when i press the button

It may be an intermittent wiring problem in the door or harness going into the door, though this would also cause problems with the window going down. More likely a problem with the window motor itself, or the regulator is worn causing window to go down too far, past it's designed stop. Sometimes the felt or rubber "run" channel that the window rides in swells or becomes damaged causing extra friction, which in turn causes the motor to work harder to raise the window. The electrical system utilizes a circuit breaker so if the electrical load becomes too heavy or hot, the breaker trips causing no window operation at all for a few moments. In the run channel scenario the problem may come and go based on weather conditions such as temperature or rain. Best of Luck
With many other types of vehicles this is a common symptom when a switch is failing, however my experience with GM is limited. When a window motor is failing you can often get it to operate temporarily by smacking the door panel while operating the switch, or close the door hard while operating the switch. Good Luck
