Try already pulling the hood release cable, while someone is pushing/pulling up the hood. Hood didn't pop open.

The problem here is we can't pull the release handle to feel if there is the proper tension on it or not - therefore *hands-on* assistance may be required .. 'IF' you can feel the release handle is actually pulling the hood latch as usual - spraying BUNCHES of WD-40 into the hood latch area using the red straw should allow the latch to release the hood. Once hood is opened - properly LUBRICATE the latch mechanism! Otherwise seek professional help at local auto repair facility. Good luck!
WD-40 is safe to use and will not harm automotive finishes.
