If you smell fuel you probably have a fuel leak somewhere in the fuel system. The white smoke is likely condensation from your exhaust system which is normal, especially in cold temps. As far as the car slowing down and stalling is possibly clogged fuel filters. You have 2 filters, one inline under the vehicle and one in the fuel tank which requires removal of the fuel tank and replacement of the fuel pump assembly.
