can any air through top vents

Hello, Check your fuses. There is likely one or two of them that have failed. If not, you have a bad mode door, or mode door actuator, which will restrict the path of air travel. You may or may not be able to control the temperature of the air, and either way, you will not be able to move air to any position in which the blend or mode door is stuck open/closed or broken.
