Possibly, yes. Need to have pressures checked at a shop when problem occurs.

That shouldn't be too hard. The problem occurs every time we start the car. Could the fuel filter be the problem? I'm trying to fix it through elimination(cheapest first.)

By the time you start replacing parts, cheapest first, and may not fix then the proper diag at a shop would be cheaper.
