the front blinkers do not blink for directional signal, but blink when on hazard. Is this a fuse or relay switch

Try this: when the signals won't flash, leave the signal stalk flipped and briefly turn the hazards on, then off. See if the signals don't start up. I found that applying pressure to the right _side_ of the hazard button would be enough to get the signals going again.
I had a car that was serviced at a dealer. They replaced a taillight. They left the old taillight where they placed it when they took it out. When they pushed the cowling back in the old bulb shattered revealing the wire ends. These then stuck into the wiring harness and caused an intermitent dead short (when I went up hills). This would only happen when the brakes were wanting to go on. Strange little electrical problem. I often wondered if some mechanic didn't do this on purpose, but that seems paranoid. Check the wires for old broken bulbs and see if any are sticking into the wiring harness. The short would only happen when the line get's activated (ie when the blinker is on if its the blinker).
I had this same issue and referred with other intrigue owners with the same issue. Your problem is most likely the sockets which both need to be replaced. Before I did this I was replacing turn signal bulbs every week because they kept burning out or one would go out and intermittently come back on. Since I've replaced the sockets, i haven't needed to replace the turn signals at all.
I had a similar issue. My drivers side front blinker was burning out within a week each time I replaced it. In my case, the socket that the light was plugged into was not making a good connection with the wires on the bulb. I fixed it by doing two things: 1-slightly bend the wires away from the bulb before plugging it into the socket; 2- used a wooden toothpick to wedge behind the metal in the socket that was not connecting well (determined from the many burnt out bulbs) and it has been working for almost 2 months now.
