what causes the "reduced engine speed" light to come on?

What is your question?

When it is cold out side (mostly) the vehicle will start...the engine light shines "service engine soon"...the "reduce engine speed" light shines and will not let the vehicle travel more than 5-10 miles an hour. WHAT CAUSES THIS?
