Lot's of issues here. Electrical shorts, loose connections, or worn-out electrical parts could cause many of the issues you mentioned other than steering wheel wiggling. Steering wheel wiggling could be tires or worn steering parts. Diagnosis of this many items needs to be seen and inspected rather than trying to diagnose through this forum. Electrical Diagnostic charges start at $109 per hour and can depend on how much time it takes to trace those circuits effected. If previous wiring was ever done by anyone that was not qualified to do so, finding the cause for the issue could get very complicated. If wiring is still factory installed or previously repaired by trained qualified technicians then tracing problems would probably be a lot less costly and issues can be isolated quicker using testing equipment and scan tools. We would need to visually inspect wiring condition overall, but most likely, diagnostic charges would apply unless very apparent causes are uncovered during visual inspection.
