engine turns over no start

You test a fuel pump for pressure output using a fuel pressure gauge "teed" into the fuel line and measure fuel pump out put volume. The fuel pump is in the fuel tank get someone to crank over the engine you should hear a faint buzzing sound in the fuel tank area or crack open the fuel line at the fuel rail as someone cranks over the engine and see if fuel spurts out. Just because you don't have fuel doesn't mean the fuel pump has failed. The computer in your car needs to see signals from sensors in the engine and needs to see the signal from the ignition switch to know the engine is cranking over in order to trigger the fuel pump.
