My gear shift handle had been damaged,had took it to a shop and they'd placed black tape around it. Was able to move it to park,drive,etc. now it can't be moved-can't get it in drive, reverse,etc. It's not budging
What makes this problem better or worse?
Not sure if it's because of the cold

Hello, Dave here, contributing to RepairPal and providing expert advice since 2010. Based on what you have written, it does not appear that power steering fluid has anything to do with your concern. Power steering fluid typically would not have anything to do with a shift lever coming out of the park position. I'm wondering about your shift handle and the shifter interlock release. If there is a problem with the button that releases the shift lever, then it will not come out of park properly. If there is a problem with the interlock in the shifter mechanism itself, the same thing is the case, it will not come out of park. Another reason a shift lever will not come out of park is if the brake light switch is not activating the brake lights – this switch also releases the shift interlock when in park gear. You will want to check there. Because of the damage and tape on the shifter, that's where I would look first.
