4 wheel drive light stays on and i didn't even put in 4 wheel drive

why does my 4 wheel light come on when i didn't turn it into wheel drive. also i check it later and physically turned the dial to put it in wheel drive and it doesn't feel like the front wheels are turning or it's in wheel drive. could it be a fuse or electrical issue to not engage?
