It happened last year on passenger side when weather was cold. We had brakes adjusted (didn't solve it), wheel bearing replaced (didn't solve it), then rear brakes replaced (this seemed to solve it). However, about a month ago it happened again but the CAA driver was able to release it by hitting the wheel hub with a hammer. Today it happened but on the passenger side rear wheel. What is the problem?
What makes this problem better or worse?

Although you didn't share, it seems likely that your rear brakes are "drum" type. There is likely something in the drum brake mechanism, shoes, wheel cylinders, return springs that are not working properly. It's simply impossible to know without a very close inspection of the brake system and mechanisms, from measuring brake drum internal diameter, to ensuring shoes are in the proper position as well as the springs.
