The service engine light is on. Why my 2005 Nissan Sentra 1.8 will not start

The engine light has been going on and off for quite sometimes.I took the car to the shop and had the oxygen sensor replaced on two different occasions yet the problem still existed. Now the car will not start and appears to not getting any fuel although it has a full tank of fuel. I received a Recall notice NHTSA#05V-269 '05 Sentra Fuel Tank Insp. from Nissan advising me to take the car to a dealer for repairs. I have not taken it to the dealer as yet. Could the Recall be responsible for the latest problem?
