I changed out throttle body with new one from nissan. Installed new gasket with it and now my car surges. I have.checked codes and its clear. I sprayed staring fluid and no change in rpms. pryer to changing car ran great.

I suspect you have a vacuum leak but you tried starter fluid. I put grease on the gasket when putting the gaskets in place. Try Chemtool and see if it shows up any vacuum leak.Many automotive repair shops have a machine that generates an inert non flammable low pressure smoke that looks similar to cigar smoke. The intake manifold is sealed off, and smoke is put into the engines intake manifold. The smoke then fills the engines crankcase and if there are any vacuum leaks from gaskets, hoses, or housing smoke emits from the source of the leak. Throttle relearn procedure for that car is : Accelerator pedal fully released turn ignition to on (engine off) turn ignition off for ten seconds, Perhaps the throttle body is bad but I would want to see live sensor data on a professional grade scan tool before condemning it as bad.
