A/C Compressor clutch freezes at start-up

What is your question?

When starting the engine the a/c pulley or clutch does not turn for several seconds making a terrible screaching sound. May also explain why it takes a couple time turning the ignition to start. Will I have to replace the whole compressor or maybe just the clutch or bearing?
