Is the idle speed approximately correct? Does it raise when you turn on electrical loads, lights air conditioning and turn the steering? You've cleaned the passageways and replaced the valve. I would look to see engine vacuum is OK (19 to 21 In Hg @idle)then trace wiring back to the computer. You would need to look at the duty cycle readings at the valve to see that it is being controlled correctly by the computer.
