Do the front marker lights and dash lights work if so the light switch is working. If the brake lights work the bulb ground is OK. Check for power 12 volts at the Red/Blue wire at either the tail light bulbs and license plate light bulbs all receive power from the same source. Try replacing the bulbs its the cheapest easiest thing to try.
