there is no power of any kind when key is in ignition or when trying to crank. battery is new, but it will start with a jump.

If the car starts with a jump then one of two things is happening. 1) The battery you say is new and good has insufficient voltage and cranking amperage to function or 2) the battery cables are not securely fastened to the battery. Meaning, you can clamp on jumper cables just fine and pass current that way, but the cables have some kind of excessive resistance where they attach to the battery posts. Simply cannot be anything else.
