Recently I heated a noise in the back cabinet and it seems according to the technician it's the hybrid cooling fan is not stopping. He thinks it's due to cutout of the fan. What do you advise? Thank you very much.

If you don't normally work on cars, especially hybrid cars then you have to have a complete diagnosis performed. The tech will connect a scan tool and read actual values to determine the reason why the fan is stuck on. Could be a short, stuck relay or an issue with a temperature sensor.
