Hi - I am Dave, contributing to RepairPal and providing expert advice since 2010. You ask for fuses and relay locations - but what about state of refrigerant charge? That's the number one reason for the clutch not engaging. Testing must be performed by a professional who is certified to handle and check refrigerant related components. What equipment or machine are you using to "vacuum test" the system and charge it? Air conditioning work is not do-it-yourself home work in general. You'll find relays in the relay box under the hood; consult your owners guide or a workshop manual to get more specific information as far as component location and application.
