bought new car, previous owner spraypainted black over under body rust, fixable?

the entire wheel separated from the car due to rust and its hard to tell just how extensive it is because the previous owner painted over the rust, but we can see the marks of rust behind each tire and everywhere. is it worth fixing or will more problems keep arising even if we fix the score etc.?
