As a result, unless you're willing to go through the certification process, it is illegal to handle refrigerant. Additionally, if a system needs to be recharged, there must be a leak. If there's a leak, it is irresponsible to try to charge it because you're damaging the atmosphere. Lastly do you even know that the system is empty?
