Fan will not turn on

What is your question?

My fan takes about 10 minutes to turn on after I get going down the road. In this 100 degree weather it is a pain to wait on. It will start to blow after driving down the road a little while. It is a gamble whether it will be on when I crank the car. What is causing this?
