starter won't engage

they tell me they can hear the cylinoid, but it will not engage the starter

does this make sense??

A) You hear the solenoid click and then hear the starter motor spin, then the solenoid is not engaging. B) You hear the solenoid click, and the starter motor doesn't spin, then the solenoid is engaging but the starter is not spinning. From what you describe, it is symptom "A", is that true?
