Why is my key fob not being read by the car at all times?

So whenever I exit the car and lock it with the key fob it unlocks and the front windows go down. Once that happens the car reads that there is no key. So I have to manually remove the key from the key fob and lock the car door which then allows the windows to roll back up and then it reads the key fob. Now I lock the car from the inside and hit the windows lock but that's not working. What is going on?? Oh and yes I already had the battery replaced in the key fob and nothing changed. Please help!
