Car won't start

My 2009 nissan maxima got stuck in water, luckly there were not water inside neither in the engine but the car won't start, we replace the starter and the starter fuse, but still it won't start. We only hear a crank like it was going to start but nothing happen. But everything turns on.what could possibly be the problem. Please help. Thank you

From the posted symptoms it is unclear if the engine is actually rotating (CRANKING) when attempting to start??? IF the starter motor is not turning the engine - remove ALL spark plugs and crank engine over a few times. Google - HYDROLOCK.. Good luck!

Thank you so much. It doesn't crank at all. Every time we tried it blow the starter fuse.

I was able to rotate the engine when attempting to start. I remove all spark plugs and crank engine but it won't start yet.
