brakes feel like they are scrubbing

i had my brakes loked at twice and cant anyone find anything wrong they said the brake pads are thick (new) but when i stop it fels like they are scrubing what can cause that?

If your brake rotors are warped or have hot spots when you brake it could feel like its pulsating or vibrating, Have your rotors checked or replaced and I would try a different set of pads while its be worked on
