First thing you need to do, is check to be sure the fuse to the wipers is not blown. if it is ok, turn the ignition key to on don't start the engine. turn on wipers and listen for wiper motor running. If the motor is running but wiper arms are not moving, you have a problem with the wiper arm linkage. If the motor is not running, you need to check for voltage to the plug in connector to the wiper motor. if you have 12 volts at the connection you have a bad wiper motor. No power to motor will be bad wiper switch or wiring to motor . Hope this gives you a place to start.
