Starter issues!! Replaced starter but wont engage, starter "clicks".

I had removed the old starter, put a new one in. Turn the key and it "clicks". Almost as is the battery is "dead". Hooked jumpers to the vehicle still "clicks". took the starter to be tested, works fine.... Cross the solenoid, just whines. Nothing I do will make the starter engage to turn the fly wheel.... I've cleaned connections, followed wires.. fuses... I'm speechless and at a loss... Any help please???
