Engine shutdown while driving.will not crank or take a jump. Battery ok Makes a whizzing sound when trying to start. I don't think timing chain is broken

Hello, you'll have to see if your engine will manually crank with a breaker bar and socket on the crankshaft. Only then can you see if something is seized. Beyond that, it's impossible to know the answer to your concern without continuing down then line of testing.
