why do the antilock,oil dash lights stay on when i try to start my car.

it's a 1999 mitsubishi galant with a new battery>it will start intermittently, but after running approximately 10 seconds the radio goes away, but the antilock, oil dash lights remain on. when it does not start , there is only a clicking sound with the dash lights remaining on.
