Hello, This is likely an issue with the transmission range selector assembly (shifter), transmission shift cable, or even the shift interlock system, which prevents the shifter from moving out of park with the brake off. When this happens, make sure the engine is off, and try shifting through the transmission ranges while holding the brake and jiggling the keys. It can be a bit of a circus act, but it works most of the time. When you get it into park, you may have issues getting it back out, so I advise bringing to a technician before you commit to it.
