Transmission question. Won’t shift until engine warms up.

What is your question?

Changed all transmission fluids, all parts checked well. Car will not shift into any gear until warmed up. Used to be only in winter now in summer too. When temperature is at next to last highest line it kicks in perfect.

What makes this problem better or worse?

Will not work when engine is cold
