my car shut off when driving and won’t start and a jump won’t start it and when i try to start it my starter makes a constant noise

Although I can't be sure of course, your symptom description sounds exactly like the timing belt has broken in the engine. This would make the vehicle stall and make the engine sound odd cranking over. I would recommend a tech near you have a look.
