When Im driving, I turn on my AC the car seems to lose power, And when im parked sometimes my rpms jump up and down like it wants to turn off. A mechanic used a scanner on it but couldnt find nothing on it except. The Fuel Tank pressure had no reading... And just left it at that. He couldnt find the problem

Your car has just under 150 horse power, the a/c compressor puts load on the engine when it is switched on. A lot of cars disable the compressor momentarily on hard acceleration so as to reduce the power loss and let you get horsepower when you need it. A scan tool may not pick up and flag things that are marginal, look at air fuel ratio fuel trim figures and airflow into the engine read by the airflow meter. If your mechanic is interested in a neat free tool show him this http://d-tips.com/Tools/toolBox/mafcalc.aspx I have found bad airflow meters using this tool. After replacing a bad air flow meter (if that was the problem) power and miles per gallon comes back.
This just happened o me.. i ended up being the Mass Air Flow.. try disconecting it and drive it around for a little while... should stop.. if it does, then you need a new Mass Air Flow.. but i recomend you disconet it and see if that is really the problem
