Hello, I own a 1995 Mitsubishi 3000GT base model and was wondering how to read the 1995 codes. I am aware that OBDII was standardized starting 1996, but my car has a OBDII port. My OBDII reader that I use for my E92 will not work. Do I need to use an OBDI reader with an adapter, or do I use an adapter into OBDI and then ground pins 1 and 12 with an analog volt meter to get the codes in sweeps?

Your OBD II port appears to be only for certain diagnostic functions. There is a "Multi-Use tester" according to the Mitsubishi shop manual that interfaces with a connector to the lower left of the driver's side dash. My guess is that this is OBD I and uses their proprietary port.
