When jumping to another 12v vehicle, lights come on & gauges come on but engine will not turn over. We have correct key fob. Is it possibly an anti theft device issue?

Not an anti-theft issue. It's a dead battery issue. Get a fully charged known good battery into the vehicle and all will be well.
