The a/c started going on and off. It would slow down, cut off, kick back on....Now it rarely kicks on. The air is cold when it turns on. The heat is hot when it kicks on. The temp of air has not been a problem. The heat will blow very minimal in the morning. Blower? louver? I know it is something very minimal...No leaks. when I am around buildings that echo my car there is a high pitch sound. Can not hear that otherwise. Only hear sound between buildings or cars etc.
What makes this problem better or worse?

I dont believe a high pitch sound that's only audible when echoing off a building is related. That could be a number of things including the engine fan, a belt or pulley etc.
Your issue sounds like a blower motor, restriction in the ducting from a possible clogged cabin filter or a blend door actuator. You could also have a cracked vent behind the dash that is bleeding air off.
Does this problem go away at any point in time or does it always have weak air flow from the vents?

I didn't think ti did, but read somewhere the belt could be causing it not to turn etc... It always has weak air flow now or none. It started with being on high, but it would be cutting in and out to lower speeds and back up to hi and now it is mostly just off.You can no longer hear any sound of blowing hair(or blower sound)
