Car won't start. Not a battery fault, no clicking of starter motor.

No starter click, dash lights aren't dimming. Turn key to position 2 and nothing. Tried a new battery but no change. 12v getting to the starter, but nothing to the solenoid on turning key. Could it be the ignition barrel? Or could it be something really simple like a coding problem with the car key? I'm going to try the spare key tomorrow to rule this out. Any suggestions?
