The brake light switch on the brake pedal has likely failed. Also check the plug that connects to it. It could be melted too. These parts should be replaced to solve your issue.
On the brake pedal is the brake light switch shut off "button" made of some sort of plastic, about the size of a nickel and could be either black or blue. It makes contact with the push button on the brake light switch. If the "button" is broken or missing the brake lights stay on. If the part is available replace the Button; if not two nickles taped to the pedal where the "button" belongs will solve the problem. Anything that will cause the switch plunger to retract will work. My book says the cruise control is also connected to this switch; nope. It has a switch of its own and can cause cruise control problems when the "button is broken/missing.
