Where is the oil distributor and rotor located.Is my starter,alternator out?

First time it went dead a liquid poured from under car it boosted off several times now it won't start,when I crank it I can hear a click from the hood.New battery car still won't start or get a boost.

What makes this problem better or worse?

It's worse when driving long distance
