98 mercury sable with p0401 code (insufficient EGR flow). I have 1. Replaced EGR valve. 2. Replaced DPFE. 3. Replaced EGR Solenoid. 4. Checked electrical lines for continuity. 5. Checked vacuum lines. 6. Cleaned intake lines connecting exhaust to dpfe and EGR valve. A. With engine running, If I unbolt the EGR valve and hold it in my hand the valve opens and closes as I adjust the throttle. B. There is a large amount of exhaust flowing through the connection pipe. C. If I connect a vacuum line to the valve and keep it open, (forcing all of the exhaust to flow into the intake manifold), p0401 still returns even though there is obviously excessive exhaust gas recirculation. D. I even relaced the DPFE and solenoid a second time. Any Ideas?

does the idle go low when the egr valve opens? what does the dpfe voltage read when it is open? crazy idea,but have seen it before,check the vacuum connection at the egr valve,another tech had found a small ball bearing stuck in the vacuum line at the egr valve.if you have 12 volts at the egr vacuum regulator,ground the other side when it is connected,and it should pull a vacuum and open the egr valve,thus lowering the idle,if not making it stall.good luck.
tough code sometimes. you need a vaccuum guage. run it at 2500 rpm and open the egr. the vaccuum should drop 4 inches minimum. if you have a scan tool, you need to see the long term trims change as well.
try to remove the throttle body and egr valve then clean the carbon buildup from the egr passage
